Plus Congress goes into recess after 7 April 2017 and only comes back on 24 April 2017. Very unlikely that such a controversial, impactful bill makes it through both houses in just the 36 days that Congress will actually be active before 30 April 2017 [3].

@Raahul_Kumar, here and in the Canada/marijuana question, I think you overestimate the speed of the legislative process. The bill may well pass with little difficulty, but both houses plus presidential signature (which itself often introduces a 2-3 day delay) in 36 working days seems unlikely.

Do you really think it's IMPOSSIBLE (as your 100% forecast implies) that this bill takes 37 working days to pass? Did you look at the stats in my link [3]?

The House Budget Committee next Wednesday is due to merge the provisions approved by the two committees into one bill to be voted on by the full House before it goes to the Senate. Republican leaders are eyeing April for congressional passage of the bill.
