In December 2018, President Trump announced that Office of Management and Budget Director Mick Mulvaney would replace, in an acting capacity, outgoing Chief of Staff John Kelly (CNN). For the purposes of this question, Mulvaney will be considered the Chief of Staff whether in a permanent or acting capacity (Politico).
