Before 1 November 2019, will Moody's downgrade The Boeing Company's long-term credit rating and/or change its outlook to negative?

After two crashes of Boeing 737 MAX-8s, the global fleet of 737 MAX aircraft was grounded while investigations proceeded (https://www.bbc.com/news/world-africa-47553174). Boeing later announced that it would cut 737 MAX production in April.
