When will the EU add the U.S. to its list of countries for which member states should gradually lift travel restrictions?

Every two weeks the EU is reviewing and updating, based on certain epidemiological criteria, the list of countries whose residents should not be affected by temporary external border restrictions on non-essential travel into the EU (Europa.eu, Europa.eu [see Annex I], USA Today). The question would close on the date the U.S. is added, irrespective of the date it would take effect.

NOTE 19 August 2020: A conditional listing, like that shown for China in the latest press release from the Council, would not count (Europa.eu).
