As many states look to mail-in ballots to mitigate COVID-19 risks in November, the USPS has become a hot-button political issue in this election cycle (AP, NPR). House Democrats have twice passed legislation to bail out the USPS, with the Senate looking at other options (Cnet). For the purposes of this question, loans would count.
