When will Canada next permit discretionary travel for foreign nationals arriving from the United States?

Travel from the U.S. to Canada for discretionary reasons (non-essential), such as for tourism, recreation or entertainment, is currently prohibited due to COVID-19 (Government of Canada, U.S. Embassy - Canada, Bloomberg). Permitting discretionary travel for one or more points of entry from the U.S. to Canada would count.
