Will Mexico hold a referendum on President Andrés Manuel López Obrador before 1 September 2021?

Mexican President Andrés Manuel López Obrador, known by AMLO, has suggested that a referendum on his presidency be held in conjunction with the June 2021 midterm elections (Economist, Reuters). Whether a referendum is binding or has any legal effect would be immaterial.
