Will legislation generally permitting employees who work from home to itemize deductions related to home office expenses become law before 1 March 2023?

The Tax Cuts and Jobs Act passed in 2017 suspended the "business use of home" tax deduction, which meant that those working from home who were not self-employed were generally denied the ability to deduct work-from-home expenses from their taxes (CNBC, Intuit TurboTax, IRS News Release 23 September 2020, IRS Publication 587). The date the legislation would take effect would be immaterial so long as it would take effect before 2026. Legislation generally authorizing employees to make the deductions, but with exceptions and/or dollar or percentage limits, would count.
