The Kremlin refuted speculation in early November 2025 that Russian Foreign Minister Sergey Lavrov had been sidelined by President Vladimir Putin (Moscow Times, Politico, CNN). Russia announcing that someone other than Lavrov is the foreign minister of the country will count, though someone merely functioning as foreign minister in acting capacity will not count.
