Chilean President Sebastián Piñera declared a state of emergency on 19 October 2019 in response to protests related to proposed increases in subway fares and other issues (Financial Times, Al Jazeera, Time, Chile Library of Congress [in Spanish]). The state of emergency was lifted on 27 October 2019, but protests continue (Yahoo, CNN). The state of emergency does not need to be nationwide to resolve the question as "Yes." Chile being under a state of siege on 26 November 2019 would also count.
