The largest nurses union in the UK is threatening to run an "industrial action" if their pay demands are not met (BBC, Gov.uk - Industrial Action, Holding a Ballot, Guardian). Whether the approved industrial action is a strike or an action short of a strike is immaterial (Gov.uk - Industrial Actions and Strikes). The question will close as of the date or final day of formal voting by the membership of the RCN.
