In 2025, Texas imposed a two-year ban on the sale of "cultivated meat," a product grown in a lab from animal cells, and two California-based cultivated meat producers sued in federal court to block the ban (Texas Tribune, The Hill, Institute for Justice). A preliminary or permanent injunction preventing enforcement will count, as will a declaratory judgment that the ban is illegal and/or unconstitutional (Cornell - Declaratory Judgment, Cornell - Injunctive Relief). A settlement between the parties that would prevent the enforcement of the ban will count, and the relief must take effect to count.
