Will North Macedonia announce that it has completed its census before 1 October 2021?

North Macedonia has not completed a census since 2002, partly due to concern that it could disrupt the country's ethnic-conscious government (Economist, Financial Times, OBC Transeuropa, Balkan Insight). A census that is started but not completed would not count (e.g., OBC Transeuropa). The actual release of data is immaterial.
