Challenges
As Russia's war in Ukraine continues, both Ukrainian President Zelensky and Russian President Vladimir Putin have each brought up the potential for peace talks (NPR, Axios). The meeting must be face-to-face but can occur in any venue and does not need to be bilateral to count. An acting president under the constitution of the relevant country would count.
