Ukraine and Russia have been in a back-and-forth over details of a potential meeting between President Zelensky and President Putin as hopes were dashed that they would meet in Istanbul in May 2025 (BBC, Moscow Times, Yahoo [UPI]). The meeting must be face-to-face but can occur in any venue and does not need to be bilateral to count. An acting president under the constitution of the relevant country will count.
