In March 2020, the CARES Act was passed to provide funding to corporations and small businesses via the Paycheck Protection Program and to private citizens in the form of stimulus payments, among other financial initiatives (Treasury.gov, National Conference of State Legislatures). As the COVID-19 crisis continues, state and local governments are under stress, and proposals have been made for federal assistance (Pew Charitable Trusts, The Hill).
