There have been past attempts at the federal level to eliminate daylight savings time from the US, but the system has not been changed in 20 years (South Coast Today, Fox 5 NY, Cornell - 15 USC § 260a, US National Observatory). Whether the legislation will permanently set time in the US at the current standard time, daylight savings time, or some other time is immaterial, and the date the legislation would take effect is immaterial. The contiguous 48 states are all covered by the Eastern, Central, Mountain, and Pacific time zones, and changes impacting Alaska, Hawaii, or other territorial possessions of the US will be immaterial (Cornell - 15 USC § 263). For the purposes of this question, the District of Columbia is considered part of the contiguous 48 states.
