At close of business on 10 December 2025, what will be the US Federal Reserve's most recently announced federal funds target rate upper bound?

The Federal Reserve is widely expected to cut interest rates in 2025, but by how much and when remains to be seen (Yahoo [Reuters], ABC News). The question will be suspended on 9 December 2025 and the outcome determined using statements and reports from the Federal Open Market Committee (FOMC), which sets the federal funds target range (Federal Reserve). As of the launch of this question, the most recently announced federal funds target range upper bound was "4-1/2 percent" (i.e., 4.50%) (Federal Reserve - FOMC Statement 30 July 2025). As of 25 August 2025, three scheduled meetings remained for 2025: 16-17 September, 28-29 October, and 9-10 December. Historical data may be accessed on the Federal Reserve Economic Data (FRED) database (FRED). The date the change will take effect is immaterial.
