Before 1 January 2027, will the EU officially amend or repeal Regulation 2023/851 resulting in the postponement of the 2035 phase-out date for new internal combustion engine passenger cars and light commercial vehicles?

The EU put a regulation in place in 2023 that effectively prohibits new internal combustion engine cars and vans from being registered in the EU starting in 2035, but the ban is coming under new scrutiny in 2025 (CNBC, Deutsche Welle, European Parliament - Explainer, Autoweek, Clean Energy Wire). Regulation 2023/851 amended Regulation 2019/631 (Regulation (EU) 2019/631, Regulation (EU) 2019/631). The question will close as of a change being published in the Official Journal of the European Union, and whether the date of the ban is postponed or eliminated is immaterial. A postponement for only a subset of internal combustion engine passenger cars and light commercial vehicles in general will count.
