Ukrainian President Volodymyr Zelensky rejected a Russian proposal that he meet with Russian President Vladimir Putin in Moscow, but Zelensky has continued to call for a meeting as Russia's war in Ukraine continues (The Hill, ABC News). The meeting must be face-to-face but can occur in any venue and does not need to be bilateral to count. An acting president under the constitution of the relevant country will count.
