As the US military buildup in the Caribbean grows, President Trump told reporters that Maduro is interested in talks about the situation in Venezuela (NBC News, Guardian). The meeting must be face-to-face but can occur in any venue and does not need to be bilateral to count. A meeting with a US president holding the position in an acting capacity will count. The meeting must be acknowledged by both the US and Venezuelan governments to count.
