Before 28 March 2026, will legislation that would generally prohibit the US president from using US armed forces for hostilities to seize any or all of Greenland without explicit congressional authorization pass in either the US House or US Senate?

Senator Ruben Gallego has said that he would introduce a "war powers" resolution that would prevent President Trump from using the US armed forces against Greenland, save for self-defense from imminent attack (Politico, Newsweek, Congressional Research Service, Cornell - 50 USC §1546a, International Security Assistance and Arms Export Control Act of 1976). Legislation that would prohibit the use of federal funds for any use of force for the acquisition and/or annexation of Greenland will count, though the legislation must call out Greenland by name.
