Before 31 October 2026, will the International Criminal Court (ICC) issue a summons or arrest warrant for any US official for reasons related to US military strikes on suspected narcotraffickers in international waters in the Western Hemisphere?

US military strikes on suspected drug trafficking boats have come under scrutiny (CNN, Jurist, UN - OHCHR, Politico). A summons or summonses will count (ICC, see under "Investigations"). Please note that the ICC is different than the International Court of Justice (ICJ) (CNN). For the purposes of this question, "official" means any military officer or civilian officeholder, and a former official who was an official at the time of alleged violations of the law will count.
